Consolidation of the Civil Service in Latin America

The Programme for Consolidating the Civil Service in Latin America emerged in 2010 as an initiative of the Botin Foundation to ensure that more of the best university students in Latin America decide to commit to their societies through the civil service, all with the objective of strengthening the correct working of the institutions and improve the social, economic and sustained development of their countries.

The Botin Foundation is convinced that the existence of a solid public sector is a sine qua non condition for societies to enjoy sustained social, economic and cultural development over time.

For this reason, the Foundation has designed a training experience of great intensity for brilliant Latin American university students with a vocation for public service. Through this training, their vocation is strengthened and founded, empowering knowledge, attitudes and essential skills in the participants for the correct exercise of public service in the current reality of the region and the world.

The Botin Foundation is convinced that the transformation and improvement of the public sphere in Latin America must be assumed, collectively, from the diversity and variety of areas of knowledge, professional profiles, ideological positions and opinions of social and public life; the Programme represents only a first step in this important work.

The impact that we hope to generate needs to pass through the consolidation of an Alumni Network of the programme that, based on this diversity and regardless of the differences, can share a way of acting based on fundamental principles and values ​​for the Civil Service: integrity, proactivity and vocation. of service.

After having carried out 11 editions of the program, the Alumni Network is now a reality, with 378 graduates impacting their environments, cities, countries, the region and the world. These are people oriented towards the pursuit of excellence, whose priority is not to disappoint the principles and values ​​that will allow them to transform their reality and contribute to the development of Latin America.

From the Botin Foundation we accompany and support them through the generation of meeting spaces, training, a dialogue of ideas and development of projects, always oriented to the achievement of this important mission, always within a Network, within a community.

Opinions about Consolidation of the Civil Service in Latin America

The programme was an opportunity to fulfil myself as a person and therefore as a professional. It was a very intense time both emotionally and intellectually. It meant being able to approach the civil service from multidisciplinary perspectives, applying cutting-edge knowledge from the experience of those who have already held responsibilities for years. But at the same time it involved knowing myself and my colleagues, with whom I learned to love our differences, value our Latin American identity and build an 'ethic of hope'. From Botin I not only returned loaded with technical knowledge and analysis and praxis tools for the civil service, but also with a heart full of Latin American brothers and sisters and having discovered a world of possibilities to continue training with renewed commitment.

Undoubtedly, for me, the key aspect of the programme was access to the Rede Vocare (the Brazilian network of the programme) and to regional network, which increases even more the feeling of becoming part of a group of people focused on modifying in order to be part of the civil service in Latin America.
